The primary function of the Director of Clery Compliance/Emergency Management Coordinator is to direct and oversee the Clery Compliance/Emergency Management functions for the University in order to provide for the safety and security of the University including its students, faculty, administrators, staff, visitors and neighbors, as well as the University's physical assets. The C.C.E.M.C. reports directly to the Chief of Police and works collaboratively with various offices at the University to ensure the institution's compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, and all associated regulations. This position is also responsible for developing, maintaining, implementing, and monitoring a University-wide Emergency Preparedness Program as well as a business continuity framework. Also responds to Open Records request (FOIA) for the Police Dept. as required by law.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Clery Compliance Duties:

  • Serves as the institution's designated "Campus Safety Survey Administrator," as defined by the Department of Education;
  • Develops Clery Compliance policies and procedures and coordinates all required reporting with internal and external sources; includes sending annual request to all Campus Security Authorities at the end of each calendar year;
  • Prepares, publishes and distributes the Annual Security and Fire Safety Report to prospective students, employees and all university offices as required by the Department of Education;
  • Gathers crime and disciplinary referral data from internal and external sources, the university's Office of Student Conduct, local law enforcement agencies and the state police for reporting and maintaining statistical information on the Clery related programs;
  • Works with university departments to identify all Campus Security Authorities each academic year;
  • Provides, facilitates and manages the training of campus security authorities;
  • Manages the institution's Timely Warning Report program as required for Clery compliance;
  • Serves as official records custodian for all Clery Act associated records;
  • Ensures compliance with daily crime and Fire logs;
  • Works with the Police to ensure proper classification of police incident reports and compliance with the "Timely Warning" and "Emergency Notification" requirements of the Clery Act;
  • Ensures the institution maintains accurate records on security awareness and crime prevention programs and presentations;

Emergency Management Duties:

  • Works with campus departments to ensure compliance with HEA Fire Safety regulations;
  • Coordinates with university offices to maintain accurate list of buildings and properties owned and /or controlled by the institution;
  • Collaborates with the COSA Division of Emergency Management to ensure that a test is completed each year to meet HEOA requirements
  • Plans, develop and implements emergency management initiatives to include emergency policies and procedures; preparedness and response;
  • Develops and administers an audit and annual review assessment process for emergency plan and identify corrective /preventive plans;
  • Participates and represents the University on various committee internally and externally;
  • Establish and maintains partnerships with area municipal and other established emergency response professionals;
  • Collaborates with Police operations to coordinate and maintain the universities emergency data management, notification and communications systems which includes identifying system gaps and establishes solutions.

 

EDUCATION: Bachelor Degree required in Communications, Criminal Justice or Emergency Management or related field;

 

QUALIFICATIONS:

  • Possess excellent oral and written communications; organizational and interpersonal skills required;
  • Proficient in using computer, Microsoft Outlook, Microsoft programs, email and up to date technology;
  • Experience in managing emergencies and crisis situations.
  • Experience managing complex objectives in a multi-party environment with interagency or multi-disciplinary components; Demonstrated ability to manage and multi-task;
  • Minimum three years in a higher education environment preferred;
  • Demonstrated training and facilitation skills with the proven ability to prepare, modify and update materials and deliver presentations/training;
  • Thorough knowledge of the Emergency Management System Standards;
  • Accept and support the University's Mission Statement and Guiding Principles, as well as the Vision, Mission, Values and Goals;
  • Successful completion of Background Check;
  • Previous experience complying with the requirements of the Clery Act is desired; Familiar with Title IX;
  • Previous experience in working with Emergency Management and Tabletop exercises.

WORK ENVIRONMENT: This position requires the ability to report for duty on time, as scheduled.  Strict confidentiality on all departmental matters (police and otherwise), students and faculty, is an absolute requirement. Ability to work on multiple tasks of large volume with deadlines is essential.

 

PHYSICAL DEMANDS: While performing this role, the employee will be regularly required to sit, walk, and stand; talk and hear, both in person and by telephone; and use hands repetitively to operate standard office equipment; and occasionally required to lift up to 25 pounds.  Specific vision abilities required by this position include close vision, distance vision, and the ability to adjust focus.  The physical demands described here are representative of those that must be met by an employee to perform the essential functions of this job successfully.
